I don't have the original spec, but wikipedia seems to think DVB-t did use FEC. The specific algorithms are different between DVB-T and DVB-T2 though. DVB-T seems to use some variant of RSV coding, while DVB-T2 uses LDPC+BCH coding. Keep in mind that most modern digital communication systems use at least some type of FEC.
