yes i traced down the problem to the isp itself, i hooked the pc directly without going trough switches (so i excluded a local fault) and ran packet loss test and found out that its losing usually 70% or more, i think the network its overloaded because there are an unusal number of ppl and lots of idiots connected and streaming films in fullhd taking all the bandwith because we have to stay
